For nearly two decades, Howard has advised MS4 Permittees throughout Southern California on stormwater regulations compliance. He strives to think outside the box and implements holistic, data-driven solutions for clients. Howard promotes the use of innovative technologies such as GIS and Artificial Intelligence in watershed science. He has become a trusted advisor in Orange County and is well respected throughout the stormwater community. At Fuscoe, he leads the Stormwater Team and successfully oversees construction and post-construction BMP design.
