Weingart Tower 1
Los Angeles | Chelsea Investment Corporation
This is the largest homeless housing project in LA and it is transforming the downtown “Skid Row” area with transitional and permanent housing for homeless individuals and veterans. The $160M tower features a 19-story mixed-use 172,000 GSF building with studio and one-bedroom apartments on a 0.63-acre infill site. The project also includes a fourth-level podium courtyard, multi-purpose, kitchen/dining, administrative offices and one-level of subterranean parking.
Full circle thinking® solution: The project faced several challenges due to existing driveways with non-standard slopes, proximity to each other, and varying widths. We needed to create a new design that adhered to City of Los Angeles codes while minimizing impact on neighboring properties. The project frontage related to the public right-of-way is very limited in space, requiring the correct amount of clearance from the proposed underground and above ground utilities. Unique drywell and pre-treatment chambers for stormwater collection/infiltration were utilized so that during storms, rainwater would be collected sitewide and piped into the stormwater system, the overflow was directed into Crocker Street through an outlet pipe.

Legacy Square Affordable Apartments
Santa Ana | National CORE
Legacy Square, features 93 apartment homes, including 60 units designed for individuals and families earning less than 60% of the area median income and 33 units reserved as permanent supportive housing for homeless individuals. This transit-oriented development replaces two under-utilized buildings owned by the Santa Ana Methodist Church and includes 1,750 sf of ground-level flex space and a 3,800 sf community center.
Full circle thinking® solution: This project was unique because it involved the concurrent construction of neighboring public improvements, such as the OC Streetcar main line and adjacent transit stop (opening 2025), bike lanes and utility infrastructure. To prevent delays from street moratoriums once the City’s work was finished, the design for Legacy Square was expedited. The Fuscoe team worked diligently with the City, client, and contractors to secure plan approvals and adhere to the stringent construction timeline.

Asante Affordable Senior Housing
Los Angeles | Affirmed Housing
Developed to house previously unsheltered seniors on 0.6 acres along South Broadway in Los Angeles, Asante comprises a five-story wood-framed building over ground-level parking, offering 54 apartments. Onsite supportive services for residents are facilitated through The People Concern, one of Los Angeles County’s largest social service agencies.
Full circle thinking® solution: A key challenge was the lack of an adjacent public storm drain on the site. To address this, the team integrated raised SUSMP planters, permeable pavers, and filter inserts, all designed to meet Low Impact Development (LID) requirements.

Milejo Village
San Diego | Jamboree Housing
This 64-unit development on 1.65 acres was a successful collaboration and unified vision. Facilitated by HOME Investment Partnerships Grant funds and overseen by the San Diego Housing Commission. Milejo Village showcases the integration of public, private, and community efforts to address pressing housing demands.
Full circle thinking® solution: Due to unforeseen conditions, utilities could not be connected as planned. Instead of redesigning the site entrance and using a traditional stormwater treatment BMP, our team opted for a small stormwater pump to address the issue. The Fuscoe team proposed to city staff an alternative non-standard underground alignment for the water irrigation and fire services through a process deviation request. This solution maintained the same layout and location of affected services.
